[spoiler]Why didn't Fury and the rest of SHIELD/ HYDRA use the events in The Avengers as the context for building the helicarriers? I feel like "Because we might be invaded by aliens again" is a way better reason than "because terrorists". Couldn't the Avengers themselves handle terrorists just fine on their own anyway? Iron Man 3 actually built on that a little, why didn't this movie continue that theme?[/spoiler]
Other than that one weird plot issue, Cap 2 was a great movie. I'd definitely recommend it.

Well it's a lot easier to take out human terrorists using algorithms based on statistics than taking out aliens in other dimensions you don't know about yet. It was a preemptive strike rather than a practical offense or defense.

Well if you look at the level in which the terrorists actually operate in the Marvel Universe, it's a legit threat. They're not Taliban, they're now trained mercenaries that could take over SHIELD warships.

Which is worse: Mercenaries who take over warships (because they were hired to), or an alien army who destroyed an entire city? That seems like a big thing for the good guy to not even mention.
