Simple question. What Halo game do you think has the best weapon variety and balance.
Variety=All weapons have some purpose, even if some are stronger. More variety means more weapons are used. Less variety means less weapons are used
Balance=Weapons [though some are stronger weaker] have roles and purposes. Although one weapon may only be good at "X" range it still has some purpose and used right will work
Also to keep it simple lets only count handheld/foot weapons. No vehicles.

I came close to picking Reach, but I think that CE is the true winner here. Those voting Halo 3 don't know what they are talking about. The SMG, Plasma Rifle, and Spiker all performed the same role. The plasma pistol and magnum were nearly useless. The Sniper and Beam rifles were practically clones of each other. Hardly the makings of a balanced and varied sandbox where all weapons have a specific function.
