The first is clearly an opinion as the campaign was sup par even wthen compared to Halo 2's being Halfway done. Other than it wasn't a bad game, They never apologized for not getting majority of the content in. Which was due to them (for some stupid reason) working on other games (which never came out) while creating the Halo titles. It is very interesting that they consider Halo 2 (the most praised game) to be bad and not Halo 3.

Halo 2, however, was simply not finished and had way too many bugs for release. That's pretty much an objective fact that even people who love Halo 2 the most out of any Halo game can agree with. I know Bungie showed a montage of things they never got to putting in Halo 3 at the Reach conference or whatever. The game still turned out pretty damn good, and it was a quality-created game that deserves the title of "finished", unlike Halo 2.
