The New York part sounds worse. It was terrible in ACIII, so it'll be the same for this.
Although these are just rumours, so take them with a grain of salt.
I completely agree with you on New York not being a promising setting, I'd like for a setting we have yet to see done with an Assasins creed game, France, for example would be a setting I'd like to pursue, or maybe an ancient Chinese setting, with swordsman and beautiful ancient Chinese towns plastered around for us to explore as we see fit. And enough with the sailing, for gods sakes, it starts to get really old after a while in Black Flag and I've already grown tired of it.
But yeah, these are only rumors, you're right, so I'll take this information lightly.

AC: Unity is for Xbone, PS4 and PC only. AC: Comet is for 360, PS3 and PC only.
