There have been times when victims were accused of "egging on" rapists by wearing skimpy clothing (among other things, like walking alone at night, being flirty, etc). It's usually attempted by lawyers who want to push the blame on the victim, rather than the perpetrator. I might be mistaken, but I don't think anyone has ever won a trial that way.
Nevertheless, there are oodles of stupid people who have that exact mentality. People have a right to dress how they want. Hell, they have the right to be stupid. But nobody has the right to sexually assault someone. There's no excuse.
