I firmly believe that Bungie will do this so they have to to make the Final build. Server stress test will be important, but also will seeing how the mechanics work with millions of people logged in and playing. We players tend to find bugs that they can't with their large but limited testing staff, by sheer numbers we will poke into every hole and crack and find them by default. Those are just some of the reasons I think they might push the beta out earlier than they said. With a game that took so many years they will need a true Beta to get it ready for what will probably be the biggest game in history to date.
