Is it better to run faster for 30 minutes or slower for an hour?

"faster" is arbitrary. The best form of cardio is high intensity for 20-30 minutes. When I do cardio I do 20 minutes on a stationary bike, resistance set at 40%, and keep RPM between 100-120. Sometimes I'll go as fast as I possible can for 30 seconds to a minute, take a minute or two at 100rpm, then go as fast as I can again. For reference, literally as fast as I can is about 125rpm at this resistance setting.
