All Depends on your Budget. How much do you want to spend?
Best Bang for Buck Graphics cards out at the moment are from AMD imo , the R9 *** series are very powerful .
CPU , again , AMD more bang for buck (A top end AMD CPU are quite cheap and can run games Perfectly , but I have not used them in years, just going by what I've read) . Intel Chips like the "i5's" or "i7's" are great. I still have an old I7 920 (@ 3.8 Ghz) and can still run games like BF4 in Ultra @ 50 -100 FPS on 64 player maps ,( but the R9 290X helps achieve that ... )
Try not to get stuck into the Fanboy -ism of PC gaming , the whole "Nvidia vs AMD" is almost as bad as the Console war between "Sony and Micro soft" (Almost) lol
At the end of the day , Choose the best you can afford . If you spend wisely ,the more you spend the longer it will be before you want to upgrade. Both Nvidia and AMD offer great Products for Both GPU and CPU.
Do a bit of research , decide what camp you wanna go with , Nvidia/AMD or mix it up between the Two , tell us how much you want to spend and I'll post some links.

Intel/nvidia > amd/ati Amd has burned out on me in the past. Ati always seems to have texture flashing issues.

I have a case which is soundproof ( Cosmos Cooler Master ) so that might help. I never notice the noise of the card when I'm playing games. If you turn the fans on full I can sure hear it , but during gameplay the fans aren't ever running at 100% . With regards to mantle (after playing a little longer) there is still a little work to be done , (probably driver side) very slight stuttering for a split second every other minute although the FPS is up and smooth for the most part. All in all It's a great card that's destroying any game I throw at it :D The card does reach 94c though , which is Obviously HOT! So I might invest in a "3rd" party Heatsink sometime in the Future. Even though AMD claim that it's fine running at 94c. No problems thus far. :)

Slight decrease in performance, but I suppose it's worth it if you're worrying about your card nearly hitting 100c. Also, the Arctic Accelero Xtreme III is a highly recommended aftermarket fan and heat sink. TomsHardware did a review/test with both an R9 290 and an R9 290X with the Xtreme III, and the decrease in heat output is worth investing in.
