This is something I've been pushing for since we learned that stats would be tied to armor. Bungie has been pushing the idea of customization as one of the most important aspects of Destiny, and I think something like this would be incredibly useful in further promoting that idea.
As you said though, the price of transmogrification should be high enough that you can't just buy it. It should be the kind of purchase that is really only for those who really care about customization, and cost a fair amount of glimmer. I wouldn't be surprised if this were added as a microtransaction either. I know for a fact I would buy a few transmogrifications.

If later down the road you find something else, you don't want to keep spending money to look good after you already did. Also micro-transactions are unhealthy for games in my opinion.

I think microtransactions are unhealthy as well but we know that, unfortunately, they'll be a part of Destiny. I wasn't entirely serious about that microtransactions either, I'm just saying that transmogrification is something I'd be willing to go to great lengths to have it available, even if that meant paying extra for it. Then again, that's probably my unhealthy obsession with customization talking. I spent 2 hours making my first character in Skyrim...
