A government ruled by humans can never last. Why? Because humans are imperfect. [i]"Absolute power corrupts absolutely."[/i] More often than not, great empires die from internal corruption. Not external invasion. Romans, anyone?
If the government were robots, maybe. But we already know that's not a good idea either. Cold rationality and perceived justice are sometimes worse than human nature itself.
