Pet stores in general suck. As mentioned already, the condition those animals are left in are pretty shit anyway. Even exotic animals can be found through good, reputable breeders and those breeders would screen the people who want to purchase those animals to make sure they are willing and capable of taking care of an animal with specials needs.
I don't think licensure to own a particular animal is the right way to go. Perhaps a registration that documents who owns what so you know your ass will be on the line if something happens and the animal gets out...I dunno I just have a cat and some hermit crabs.

And the licence (totally free as mentioned before) would be handed to said responsible people. The exotic pet trade in Europe and the UK is surprisingly close nit via forums and expos and what not, breeders know each other, swap tips, people are well knowing for keeping that puppy tame croc monitor ect ect, so when a less than reputable shop opens up chances are it wont last too long, and that's before the vet comes along to shut it down. Hermit Crabs are awesome, never owned one but always found them interesting.

They're pretty cool. I want to invest more in them early next year. Maybe get some pieces of driftwood and make their tank have an upper tier that they can climb up to, or get them a bigger tank altogether...and possibly get them a new room mate.

That's probably what I will do. Hopefully by February I will know whether I'm staying put at my apartment or if I'm moving. If I stay, I will have a chance to get some stuff I've been wanting.
