Most pet retailers that carry dogs do. On one hand, it's great because it gives the dogs a second chance at a good life, on the other hand there's a couple points:
A. It encourages the puppy mill business.
B. A lot of the dogs that come from them have psychological issues, ones that standard dog trainers have a hard time addressing. In which case pet owners have to go to behaviorists, which can be pricey. At that point a good portion of the owners either give up on the dog and take him/her back to a shelter, or have him/her euthanized.
I feel like they go with puppy mills because they're cheaper, but I wonder why more businesses don't get their dogs via shelters. But it all boils down to a lot of these places don't really care about the animals they're selling.
Nor would I, I'm still surprised that puppy mills are even allowed anymore. Any business that goes with them clearly don't care about the animals they sell.
