I don't think that's necessary to ensure any sort of public safety, so no. Furthermore, anarchists are all too frequently mistreated in prison (well, everyone in prison is, but anarchists often get solitary confinement etc.).

Is it because they are seen to have a higher propensity for violence, so they are pre-empted? Or is it just simply institutionalised discrimination?

That's a good question, I'm unsure. I think it's definitely possible that it's because of preconceptions of what anarchists advocate.
