Pacific Rim is [i]nothing[/i] like Evangelion. At all. Zero. Zip. Nada.
But for some reason, everybody seems to think PR was ripping off Eva. Why?

The main premise is exactly the same - otherworldly creatures made by other, older otherworldly creatures attack humanity, humanity builds giant robots to fight them off. Sure, Pacific Rim is purely an action flick and Evangelion is a psychological analysis of the people piloting those robots, but the overall backstory is similar enough to bring up suspicion.

Yeah, Dragonball is definitely a ripoff of Superman. Toriyama is a [i]huge[/i] Superman fan.

... the entire series? I mean, I know Goku is a blatant ripoff of Supes in DBZ (well, more a loving homage, but still), but does that make the storyline and themes expressed the same?

Not the whole series, just the overall backstory. A lot of Goku's personality was also influenced by Superman.

I'm not saying that it is "ripping it off". I am however, of the opinion, that a live-action NGE would have been difficult enough to make (due to its teen pilot angle and the complexities of the Angels/Adam/Lilith/Seele story) and if it WERE made (and shortened to be of typical length), what would be left would be VERY similar to PR.

I know, I wasn't trying to imply you were suggesting PR ripped it off (apologies if it seemed that way). The main thing that would separate Eva from PR is the more heavy handed approach to storytelling. PR's emotional depth and texture was done from a very visual standpoint. If Eva were to come out, it'd probably be seen as a more intelligent version of the "dumb" Pacific Rim ("dumb" in quotation marks as, well, it isn't dumb at all).

I don't believe that there is a way to "fit" all of the elements of NGE into a 2-3 hour length film. There's just too much material. So, it's either a multi-parter, or a ton of crap (important crap IMO) gets cut. And if you cut out the 2nd/3rd Impact, Human Instrumentality, what the Evas really are and how they're related to the pilots, plus all of the personal/emotional/psychological/ethical issues of each of the pilots.... well, you're left with a standard 2-3 hour film with "bio-mechs fighting monsters". And yes, I know the Eva are not mecha, but most people would see them as mecha.

It'd be the only way to properly tell the story. But the realities of film-making (which revolve around money) would make it very unlikely. Sure, on a personal level, I would love to see it done, done properly and done well. But most of the public would probably see a multi-parter as an attempt to "cash in on and remake Pacific Rim by adding a whole bunch of needless drama". The only people who would not see it that way would be the existing NGE fans.
