Eh windows 8 is a pretty decent thing to get, if he ever wants to change the mobo out later he wont have to buy a new os for it. Unlike with OEM windows 7 he would have too.

And, yeah, between Radeon and nVidia cards, I figure it's just kinda up to preference. I researched the card and it seems damn good, and is currently at a better price point than it's nVidia counterpart, the 660, it seems.

Oh, and, I forgot to mention in the OP, what's possible with this build? Can I run anything (in the sense, anything not meaning everything) at max settings?
I dunno. You'll be able to run many games on max, but it might tax your build a bit, GPU and cooling-wise. To really be safe, invest in an overkill cooling system, even if your card doesn't need it.
