I am a big advocate for a change in the social perception of paedophilia. What this means however, is not a rehabilitation system in order to stop them being attracted to children - like you said: impossible. The idea is to get society to open up to paedophiles and offer them our hand, in order to not criminalise and alienate them and to minimise the potential for children to be harmed.
Rape, though? -blam!- is to do with power, not attraction. It should be dealt with like any sort of mugging or assault, albeit more seriously.

What? The position of being attracted to children simply cannot be considered a form of rape.

Anyone who has the label of being a paedophile has done something wrong because no one is going to admit to being one therefore if someone has been called a paedophile its safe to assume they have done some fiddling. I do see what you are saying though.
