I am more inclined to believe that it is the Canadian Catholic Schools that aren't following the "rules". I would really like you to show me where, in the official Catholic Doctrine, that all Catholic Institutions are supposed to be prevent discrimination based on homosexuality.
Regardless though, these cases (where the American Catholics Schools have committed discrimination against LGBT individuals) are not new, and have been around for many years. If the new Pope is as progressive as he is attempting to make himself seem, he has to do something to prevent or punish these churches from committing such discrimination. If he doesn't do it, then he is either not able (which implies that the leader of the entire Catholic Church doesn't have much influence over his own churches, haha), or not willing (which is even more deplorable).
I believe Pope Francis recently said that it was fine for a Priest to be homosexual, so I think its probably safe to say that it's okay for a Catholic teacher to be homosexual.
And I hope you are right. It's early in his papacy so it's hard to tell what he will be like, but I hope he is a Pope (lol I made a rhyme) with a backbone who can fight the ultra conservatives within the Church into submission.
Well, I personally believe that Holy Matrimony, that is to say, the marriage ceremony performed by the Catholic Church, is between a man a woman and God. But I do not believe this needs to affect the secular institution of marriage. I also don't believe homosexual acts are inherently sinful just because they are homosexual, I judge the morality of all sexual acts on the same grounds; whether they are motivated by love or lust.
