There are shrines to each of the Divines that confer a special blessing upon those who pray at them unique to the purview of the specific Divine the shrine is built to honor.

  • It's well established that people are able to enchant objects within the Elder Scrolls universe. Further, when you consider the shrines of Akatosh, the wayshrine in Cyrodiil confers a blessing that bolsters your ability to run, whereas the shrine to Akatosh in Skyrim regenerates magicka faster. Either the gods are more than a little inconsistent, or these shrines have been created by people, from their shape to their enchantments.

    Hmmm... I suppose you [i]might[/i] be able to make the argument that the claims of divine entities in Tamriel or perhaps on all of Nirn originated from a poor understanding of powerful ancient magical enchantments, perhaps left behind by the Ayleids, Dwemer, or Dova, or even some as-yet unknown powerful ancient race.

  • Hell, that might not even be the case - there are people on Earth who believed in diverse pantheons without any evidence whatsoever. The case could be similar here, and those shrines and trinkets could have been built and enchanted by people trying to demonstrate their faithfulness and imbue them with the spirit of their perceived god. Maybe that's just what happens when civilizations believe in crazy shit, but actually have access to magic, too.
