First off, the whole deal of PRISM was/is traffic analysis, not listening in to what you say on the telephone. How it operated was essentially by looking at who you were calling and the duration (and a few other things that I cannot remember at the moment--but they certainly were not involved in or with listening), and if they needed to search more, they had to get a search warrant. They used certain algorithms to determine if any of the numbers matched that of known or suspected terrorists, in the event they did, that's when the search warrants came in; however, they still didn't listen in when the warrant was issued. All the warrant allows for is the decryption of the traffic, which in turn, would lead to finding out what the phone calls were all about.
The system led to many plots and attacks being foiled. Now that all of this is made available to the public's knowledge, including terrorists, it severely hinders our operational security as well as even our ability to intercept on these things--now that the badguys know.
