I'm not an expert on this, but I believe the prevailing opinion is that Intel gives you the best performance, even when specs are similar. If you're considering price point for relatively cheap chips (i.e., what's the best I can get for cheap?) then the winner is AMD.

What he said. I have that exact CPU (although I bought it when it was around $200), and I've never had issues in the 3-4 years that I've used it. Intel is better, but AMD isn't necessarily bad at all.

Thanks for the reply. Yeah that's pretty much what I've managed to find online so far in terms of opinion, in that case I'll probably recommend AMD since he wants sub ~200 but I'll double check with benchmark to be certain.
