If done well, it could bring something new and not-entirely out-of-place to the show. For starters, it would be downright hilarious and would add a nice to twist to the immediate post-regeneration "what sort of man am I" frantics. Also, the fan reactions would be funny. And it's not even like it's unprecedented! There was the female Doctor in the comedy episode, [url=https://www.youtube.com/watch?v=p18DKN27IZQ]"The Curse of Fatal Death",[/url] plus there was that throwaway line in the Doctor's Wife where he mentioned a Time-Lord who changed genders. That's foreshadowing! It wouldn't even be all that out-of-character. The Doctor is hardly the epitome of manliness. While he's not exactly effeminate, he certainly has his moments, and some of his personality traits are generally considered pretty feminine (He's caring, welcoming, fond of fabulous scarves... etc.). And I think the Doctor would really enjoy being a woman. It'd be fun. Also, the fan reactions.
