Really depends on the actor. The problem with casting any ethnicity that isn't white for a lead role is the unfortunate fact that your average white person (the demographic for every form of media that isn't specifically targeted towards a minority group.) is subconsciously a racist bastard. There are only a handful of black actors that can play roles intended for white actors, Will Smith being one of them. So unless Will Smith is the next Doctor I would almost guarantee the next Doctor won't be black

I think Noel Clarke or Michael Obiora would do a decent job. Although decent is not good enough. They may also look to young.

I can almost guarantee it'd be a British actor. I can't see the Doctor having an American accent, can you imagine how many Brits you'd piss off? There'd be mountains of sternly worded letters.

My point was whoever it is they most certainly won't be black. Though I do think Will Smith would make a great Doctor for a non-cannon serial.
