I think it might depend on a lot of factors. For one, I'm sure the next gen consoles could allow more players than current gen, but then theres the question of how would that work if the game is cross gen capable (PS4 users playing with PS3 users). Also, I'm pretty sure party sizes/ people you can encounter at the same time may have a limit, but in safe zones/ hub cities, I'm speculating it will be highly populated, until you go back on missions/ out of safe/hub areas.

This game wont be cross-gen. I read this article that they will try to make it so that if you start your character on the 360 and you upgrade to the One, you will be able to have that character saved when upgrading. They aren't even sure if they can make it do that though, because of the technical difficulties,

Put it this way: There are rumours that Battlefield4 is going to have 64 players on 'The One'. So it's not unfair to assume that they might be able to squeeze in 100 :D The possibilitys..

What i mean is, if you are in a 64 player game on PS4, and I'm on a PS3 that maxes out at 30 players, does that just mean you are interacting with players that I won't be able to see? I just don't understand how that could work. It's almost like cross gen play would hold the potential of next gen back, in order for people to still interact with people from current gen. Like its dumbing it down from what it could be.

I think this is how they will play it. If your playing on current gen console, you will be only be able to see Its maximum amount of players, Let's say 30. I guess you could be right that the others will just not show up. 'The One' and PS4 users will be able to see everybody hopefully. And as for this cross console play; Does any body not see a lot of Console flame wars breaking out if they are able to speak to each other haha.
