As Phil pointed out, India needs to deal with its internal issues before attempting to become a major world. I have said this before, multiple times, when discussing America's current foreign policy, a strong domestic front must be established before you look globally. For example, the cultural gap between the more urban and rural areas is becoming more and more obvious every passing day. Another issue is continuing economic growth, which was about 6.8% last quarter. Those two are the first that comes to my mind, but are by no means the most important. Other problems include: overpopulation, pollution, and poverty.
As per China, the entire goal of the United States is to try and preserve the status quo. Placing military bases in a country that is a major strategic rival to China might do nothing but further stoke nationalistic fervor and increase Chinese militarization. Any aide will have to be through building the capacity of the Indian military itself. Furthermore, this will degrade US-Paki relations when we need to limit their influence in Afghanistan.
Ninja: Aren't you a Freshman studying abroad? I know you don't live in the United States.

Its Phil you're thinking of who's studying abroad in China, except he's a Sophomore (or Junior) not a Freshman. Yeah the Indian Navy and Air Force needs to modernize, joint exercises in the area between the USAF/USN and Indian Air Force/Navy could help India improve their strategy and the US could send consultants over for military R&D in India. EDIT: Actually China would throw a bitch fit if India and America did joint military exercises in the Indian Ocean. Yeah I think consultants to assist in Indian military R&D would help them be more competitive in keeping the mainland Chinese out of the Indian Ocean. On a sidenote, Mainlanders are horrible tourists, there was this national park in Taiwan full of rock formations that I went to, the rock formations were deteriorating because of erosion from the seawater. Anyways the mainlanders were hanging off the rock formations to take pictures and they were walking past the safe boundaries where they could get washed into the ocean from the waves.
