This is most likely to create terror, I wouldn't be surprised if they fancied themselves to be amateur Al Qaeda.
Also, if these two guys are religious, probably are - ya know "Allahu Akbar" n' all that, then why would they kill in God's name so openly? For no blatant reason than creating terror? I'm damn sure they're God wouldn't approve of it.
I haven't read the Quran either, just saying.

Saying "Allahu akbar" doesn't make someone a Muslim. There is a lot more to Islam then what it represented in the media and the Quran can't be understood by reading one verse. It has a history and verses were revealed according to certain circumstances so if it's a verse about fighting then fighting was going on. Islam doesn't allow the killing of innocents as it says "killing an innocent is like killing the whole world".

That verse was revealed later in the prophet's life when a group of Arabs called the Hawazin broke a peace treaty called Huddaybiyah and were given 4 months to make things right and didn't so after a battle broke out. The Non Muslims still living in Arabia because they broke the treaty and were seen as enemy were allowed to stay in Arabia only if they pay the tax or become Muslim. To understand the context better learn some of the history and read from verse 9:1. Everything about fighting in the Quran has to do with battle.

Notice how I've highlighted certain words. I would also like to point out that there isn't a central Islamic state. The last Islamic state was the Ottoman Empire and that hasn't existed since WW2.
