He was banned after exhibiting his religious belief. That is plain and simple religious persecution.

No, it isn't. The rules deny individuals from celebrating their victory in any noticeable way. This team would have been disqualified had he put his fist in the air, had he jumped in happiness, had he high-fived somebody nearby, or done anything similar. None of those are religious gestures, but the punishment would have been the same. Religious persecution is the explicit denial of specific rights to people due to their religious affiliations. The rule takes effect independent of religious beliefs, so the accusation that it is persecuting the religious is totally and utterly false.
