No, that's called social liberalism, which is just a stopgap to appease the workers so they don't start a revolution to socialism. Socialism is the democratic control of the means of production, nothing else. There is no scale, either it is or it isn't.

This includes Romney and Obama, the Dems and the GOP. What you are referring to is total socialism.

I'm a socialist, I support socialism of most kinds (from state, market, to even anarcho syndicalism). Social liberalism or social democracy is not socialism because the means of production are not owned by the workers. Welfare states are not socialist, they are a means for capitalism to appear friendly (even though it guarantees unemployment). Under socialism, there is no welfare state as everyone that wants to work has a job. There is no need for an army of unemployed to keep wages down (as capitalism does).
