Starting January 1st of this year, Obamacare put a cap on the maximum Flexible Spending Account contributions. My dad was setting aside $5,000 a month for out-of-pocket medical expenses, but now he can only set aside $2,500. That money is tax-exempt, yes, but it is also not counted towards calculating my dad's Social Security Retirement Benefit as it reduces his gross salary.
For families with a lot of medical issues who need the money set aside (including mine), this has forced us to pick and choose which prescriptions to fill, and I myself have had to half the prescribed dosage of my Modafinil that I take everyday.

But ATR insists that Obamacare’s cap on Flexible Spending Accounts will translate into higher health care costs for Americans. The health care law limits contributions to these accounts to $2,500 per year to keep workers from abusing these tax-preferred accounts to ameliorate the risk of losing money at the end of the year because of excess contributions. The change has no impact on the vast majority of families—the average contribution to an FSA is approximately $1,200, and an estimated 14 percent of FSA users actually forfeit money at the end of each year because they contributed too much.

I don't think you're hearing me clearly. *ahem* MY FAMILY IS BEING FORCED TO PICK AND CHOOSE WHICH PRESCRIPTIONS TO FILL. SOMEONE ELSE'S INABILITY TO ESTIMATE FUTURE MEDICAL EXPENSES IS NOT OUR FAULT. Oh thank God that others will be saving money at the end of the year. Meanwhile, my mom will not be able to take her anti-anxiety medication because we are not in a position to pay for it.

That was just the explanation for it (copy and pasted). Personally, I don't think I would agree with that part of the law with the context given.
