It matters because it comes out of peoples taxes. Thus their taxes would increase if something like this were put into place.

What you (also) don't understand is that by making healthcare affordable, it allows the poor to pay for their healthcare instead of getting their care for free at a hospital. This is profitable enough to save billions by the end of the decade, thereby lowering taxes for everyone .

Middle class aren't getting raised, the upfront money (because it does have a cost for the first few years) will come from other budgets that have been downsized due to republicans, most likely the majority of it will come from the military budget.
