Can't the Chinese Government just not worry about deciding people's personal beliefs altogether? And what, exactly, is their government planning to do in order to ''liberate'' people from religion?

It's the People's Republic of China, not the United States. Their main goal is to extinguish any foreign influences, which in this case, is religion.

Exile of major figures such as the Dalai Lama, illegalization of places of worship, illegalization of religious practices, undocumented killings of dissidents, yah know, their usual.

Huh, I had the impression that it was just referring to the subsidization of pro-atheist organizations. (and why in God's name should China have something called the ''State Administration of Religious Affairs''? Jesus.)

China has a very, very bad record of human right violations. >No freedom of speech >No control of their government >No freedom of religion (now) >No freedom of the internet >Pollution so heavy in some areas, there's a market for bottled air >Political dissidents exiled or executed There's a bunch more, but yeah, China's kinda mean.
