It's not that it's the only factor in any individual's potential intelligence, but that it may be the primary factor in statistical differences on a socioeconomic level.

Check out the article, and the study summaries. They make a pretty convincing case, and even if it's not the sole source of the disparity, I think it's still indisputably quite a large source.

But if you are being yelled at a lot in a negative way, that wouldn't help you at all, I would think. So it's less about the money, and more about the positive interaction, which includes talking.

One of the things they accounted for was the tone of the interaction, ie. whether it was positive or negative; they still found that overall word count was the overwhelming predictor of educational ability.
