It's user-driven. Rules and the interpretation/enforcement of them are effectively.... crowd-sourced. Thousands of member each with their own tools to effect their own personal experience and feed into an automated system for discipline is far more effective, efficient, timely than a couple of dozen moderators. Plus, there is no chance for moderator discretion in the new system. While some saw that discretion as flexibility and allowing us to appropriately respond, the new system removes that discretion and eliminates any claims of favoritism, bias, incompetence, inconsistency, or any other human influence.

 • Just to add on to what Recon mentioned above, the new Bungie.net has three features that are used for moderation. Hide/Un-hide: This feature allows you to hide a topic or post. When viewing the forum index, you'll see any hidden topics as collapsed, but you still have the ability to view them or un-hide them. When hiding a topic, you're given the option to select a reason, which (I assume) is sent to the Bungie.net moderation team. Report: This feature allows you to report a post. Violations include offensive content, spoilers, threats, exposing personal information, stolen content, and hacking. You can also select no reason and provide additional information. This information is sent to the moderation team for review. Mute/Un-mute: This feature allows you to block communication and posts made by a user. When you mute a user, that user cannot send you a private message. Also, their topics appear collapsed and their posts are hidden by default. If you view a thread with hidden posts, a notification is displayed at the top with an option to reveal hidden posts. Bungie has given the community tools to self-moderate so we can easily ignore topics, posts, and users. This doesn't mean there are no rules; users are still required to abide by the Terms of Use and Code of Conduct. Users that violate rules will most likely be muted by others. Users that are muted often and users that have a lot of their posts hidden by others are most likely going to attract attention from the moderation team. The moderation team has the ability to suspend users from further posting as well as globally mute users (topics and posts are hidden by default for all users).

 • FYI: I have not seen a single entry in our queue that had a header of "Meh, no reason". I believe, but am not 100% certain, that if a member chooses "no reason", then the offense is considered (by the system) to be a personal offense to the muting/hiding/reporting member and that report is not queued for our review. I don't know how we would even review reports that said "meh".

 • The system doesn't care what you type in the free form box, it cares only what you put in the drop down. If you put "meh", it considers your report personal, and doesn't feed it into the queue.
