When in a hospital, it can only be administered with an MD's order.
But then again, the same is true of food too.

First Responders can administer oxygen in prehospital care, but I suppose the circumstances are different? Since it's an emergency and is needed to prevent the patient from lapsing into hypoperfusion.

But even First Responders are operating from the standing orders of their Medical Director. In essence, all of their protocols are to follow the pre-authorized orders of that MD.

Very true... Their actions ultimately fall under the responsibility of the MD.
