If Marriage is a right, why do you have to ask permission to get a license? Voting is a different story because the Government asks you if you want to register, and you don't even really need your registration card depending on where you live.
Just a question, much appreciated if someone can answer this for me.

I'm imagining because there are regulations on that right (As in, both party members consenting and of age).

The license is used so they can earn benefits from the government. Otherwise, if the government didn't give benefits, then none of this debate would happen because it is a right to get married.

Rights are not necessarily "automatically available, no questions asked". Most "rights" have limits.
