Evolution at work. The bacteria that aren't resistant to the antibiotics die, and the resistant bacteria now have more resources for themselves and multiply. What might have began with 3 or 4 individual bacteria with that trait before might result in millions of resistant bacteria later.

Which is why we need to develop new drugs to counter the stronger bacteria.

The majority are eventually resistant to that drug, and the next drug, and the next drug. Not relying on antibiotics to deal with bacteria all the time is the key.
