are your water cooling, What size motherboard do you, do you prefer amd or nvidia because it has basically become a opinion for high quality gpus/cpus unless you crossfire/sli, and how many monitors and other peripherals

Intel is the nvidia of cpus but most of their cpus are better such as the i7 3770k and the i5 3570k (the K means it's over clock able)

Motherboard size only matters for insane builds for first time builds just go with ATX and you should be fine

AMD is generally considered for budget builds with Nvidia for the higher quality builds, but it right now it really boils down which ever you prefer. For the best performance to cost for a budget 1000$ i'd choose amd components

As I haven't looked that much into it I have no idea what any of those are, although I've heard never to get a water cooler because it's a waste of money.

OCing is upping the clock speed to make your cpu go faster for gaming and be faster in general

This is your first build. DON'T overclock. Also once he buys a case, operating system, and monitor he's gonna have to add about $280 to the price. i'd recommend my build instead because it includes all the items you need (except keyboard and mouse but those can be bought for $15) and it is more geared towards gaming.
