I think it's up to the designers to decide how their game should be played. If they want a persistent connection, that's fine, as long as they understand the negative ramifications with that decision.
As consumers, it's our job to decide if that restriction is important to us. If you don't want an always online game, or dont have the internet capasity to handle one, don't buy the game. If enough people don't buy it, developers will think twice about that decision in the future.
For me, it's not an issue, and I'll be buying the game.

Unfortunately, everyone feels entitled to every game, without fail. And it's driving me mad. They want everything to cater to them.
