This may seem a bit far fetched, but is there anyway that someone would be able to propose a game idea with a thought out story, setting, dynamics and etc.. to a gaming industry? In a formal matter besides just posting in ideas in forums?

Yes, you could always send a letter to a publisher. That being said. Unless you have a serious bushiness, development and market plan. And they like the pitch you have 0 chance of anything happening. This is the *Game* Industry. Not the story industry. And with all of the easy self-publishing options available to indie developers. Almost none of them bother with trying to get a publisher.

The only way I could think of doing such would be getting the studios address, and mark it as to either the head or possibly the head writer. I'd do such with my stuff but I rarely able to collaborate and as such my ideas are incomplete.
