Nope just like the fires they tend to have, most of the time something is scripted it quickly ends up in the papers.
I would say 85% of Top Gear challanges are random, for example the American road trip when Jeremy found a cow on the road and they got chased by gun totting red necks.
I don't think the cast and crew getting slaughtered was planned.

I doubt the BBC would let the crew get in danger like that.

I don't think the BBC realised how serious the people living their was. They gave the challenge expecting nothing to happen, I mean hello they literally ran, had stones thrown at them, camera crew using nothing but mobile phones when filming the guys cleaning their cars with cola. They where in legitimate danger.
