Anyone considered that seeing how Microsoft is riding this whole "buy with a contract" thing, that the console might come with an alternate internet access, kind of like phones do (think 4G here)?
So it wouldn't be that much of an issue, unless you buy a pre-owned console from someone else, which is something Microsoft doesn't seem to want. And it would kind of make sense, since they're also trying to prevent game reselling -- based on this article at least.
Thoughts?

Look at 3G and 4G coverage maps, most of the time they're centered around larger cities and major interstates and some state highways. I'm off I-35, but if I go just a few miles east or west, I hit an area with zero 3G or 4G coverage. Then again, you could also apply this with other internet connections as well where the coverage isn't that great. I know people a few miles from me can only get DSL and satellite service while I can get whatever speed package I decide to pay for from several different companies. This is why I have a hard time rationalizing that these reports are 100% true or accurate.

Good point, that would still be a major issue. There's really not much of a reasoning behind this rumor, let's just hope it's not true.
