You got report spammed by salty players on losing side causing this. Appeal does nothing. So far worst i got were a day then two weeks with stable connection (no packet loss, ports forwarded)
D2 community likes to spam bad connection report on console pvp so no fix is in sight.

Hello there[url=https://tuxydoh.com/images/hi.gif],[/url] Reports alone do not cause restrictions or bans. It just flags the account for review by Bunige's security team. Who then review relevant server side data to determin if actions should be taken.
