Which catalyst specifically? because there are 4.
Have you got a clip of you on Master (or higher) difficulty, going to the location of the data pad for the specific catalyst you're referring to and then to the the corresponding console, showing that the data pad is not there and that you cannot interact with the console?

All 4 catalysts for the wolfsbane

Do you have a clip showing the data pads not being there and the consoles not letting you interact with them?

I do not have a clip this happened during the time were contest equilibrium dungeon was happening were I got all 4 traits for the wolfsbane but I was unable to unlock them
