I noticed a same issue and would people are saying in the community is bungee downgraded it because people complained that they wanted to use old gear so they removed the new gear bonus. I think that's why the player numbers are low because nobody wants to play a game where a company like bungie increases the gang overall difficulty but reduces damage reduction. Frankly it's okay to remove damage reduction like the way they did but they have to replace with something else they can't just give all of the enemies the benefits of health and defense but then screw players..
