The Guardian does. Most of the exotic weapons we use in the game, belong to The Guardian. The Guardian either has found exotics, made an exotic, has been given an exotic, or killed someone for an exotic (also has killed someone and used its corpse to make an exotic). However, there are a select few exotics we don't own. 1) Hawkmoon, it belongs to the Crow, it was given to him by the traveler 2) Helm of Saint 14 is... well the helm of Saint 14 Those are the two I can think of, but there are more.
