That's correct.
Iron Banner ornaments that Saladin sell are Year-1 Armor Ornaments rather than Universal Ornaments. They can be used on Iron Banner gear without needing to spend Synthweave, but to use it on non-Iron Banner gear you will need to use a Synthweave to unlock it.
This applies to both of the ornament sets that he sells.
