I recently had my email that i used for steam compromise and I been going around on the games that use account services other than steam and had noticed that my bungie account has a XBL account I am not familiar with linked to it. I since have recovered the email and set up steam's mobile authenticator so I should be okay on that end but my issue is that weird XBL account that's linked. I cant unlink it at all so I was hoping to get some help. Couldn't find anywhere else to bring it up other than here.

You need to work with Microsoft support to recover access to that account. If Microsoft can't assist, then Bungie won't forcibly deactivate Cross Save or unlink any accounts for security reasons.

The only way to unlink an account is to log into it. If you cannot do this, then you're stuck with the account forever and unable to modify cross-save setup.
