What this streamer was doing has been in the game since d1.
Remember the great crafting glitch?
That was done by network manipulation.
Hundreds if not thousands did this glitch…
Did bungie ban people? No.
If you are in PvP doing network manipulation, it would be a ban. You may get a suspension as warning if there is not a pattern…
The issue in PvP though is that by the time a player has been caught, they have been doing it for a longer period of time and their gaming history would be the evidence to warrant a ban.
But you most definitely would not be banned via a one time incident.
If you do it every day/week in PvE, you would most likely get a suspension as a warning and then banned if you continued.
Bungie has acted on big streamers before for a multitude of reasons…
This incident is a non issue and Bungie, via evidence, shot out their warning.

There were hundreds throttling their internet by choking their pc/console in order to get better latency between inputs and the crafting server. Someone “may” have been able to craft a weapon without manipulating… That does not negate the hundreds that created network manipulation in order to craft weapons as well nor the content creators making videos on how to do so for better results.

No warnings for network manipulations. But, if you're a content creator you get off scott free.
