The celestial shot is a special interaction with the exotic. That should not go away.

Could keep it unique by making some other parts of the exotic work with it. Like final blows with sniper's golden gun partially refill the retribution meter, or headshot kills with snipe count as an additional shot for it, making it 3 headshot kills as an alternative to just 6 crits.

That’s the entire identity of celestial. The three shot version mimics normal golden gun and is also very good.

Celestial is not just the shot, it's also how often you can make that shot - immediate partial super refill on kills as well as a lot of bonus super energy on headshot kills.

Everything else was added much later after the exotic was conceived and released.

Breaking this fight up, like have it be single shot for all, but with celestial, make it regain about 2 orbs of power worth of super and also make the shot generate 2 orbs of power to help allies so instead of it being a 1 man synergy where hunters only benefit, it benefits the whole fireteam
