The difference is that it's a brand new game and they are trying to get people to enjoy it so they will pay for the characters.
Destiny is an established franchise that thinks they're bulletproof right now because they paid for a bunch of inflated reviews and puff articles.
This DLC is already failing. Player engagement is really, really low for this close to release.
The First Descendant will need more time to judge, but right now it's a simplistic beginning of a game because it needs money to turn into a quality franchise and they can only make money if people buy the loot.

Simplistic beginning.
