Elsie Bray, hands down.
She was stuck in loops for likely hundreds to thousands of years.
And naturally her storyline was just hastily retconned so she doesn’t get any real accolades for it in the narrative.

She’s been both actor and non actor I suspect; in the dark future that she tells us, she’s definitely definitely an actor and does try and stop Eris Morn, but due to emotional baggage she’s significantly less proactive about taking truely meaningful steps. I wouldn’t say she’s the most vital thread in weaving the tapestry to this point but she does have a core role: she is one of the most influential people in persuading Mara Sov and by extension the Awoken into aligning with the last city by informing Mara of the dark future (this role is not directly stated but is heavily alluded to in some of the dialogue from season of the seraph), because of her networking with Eris and Drifter she is critical in destigmatizing the darkness and pulling the curtain back on the witness, because of her the sol decisive fail repressing the traveler with the black heart. Although Elsie isn’t the most monumental or obvious player it’s her contributions to the foundation that put a great deal into motion.

I’d say the events of the book itself show how radically different things can be. And that was just one. How could she not be an actor? Cause she saved us from extinction in D1 and helped us with learning how to harness Darkness. So saving the future of the entire cosmos by saving the Traveler and City and then giving us the ability to harness a power we needed to beat the Witness. But her usefulness faded after that, as it was all brand new territory for her. So while she wasn’t useful AT the end, she’s the reason we ever had an end possible.
